МЕТОДОЛОГІЧНІ ПРОБЛЕМИ ДОСЛІДЖЕННЯ ІНСТИТУТУ ПРЕЗИДЕНТСТВА: ДОСВІД ЗАХІДНИХ НАУКОВЦІВ ЗЛАМУ СТОЛІТЬ

Анотація. Одним із чільних інститутів державної влади у світі є інститут президентства. Історія його вивчення налічує не одне десятиліття (у Європі, Азії, Латинській Америці), а то й століття (приміром, у США). Увага дослідників до специфіки функціонування президентства особливо актуалізувалася із розпадом СРСР, Югославії та Чехословаччини та постанням нових держав, очідьниками багатьох з яких стали президенти.
У статті з опорою на методи відбору, порівняння (крос-національних та крос-темпоральних розвідок науковців) і узагальнення результатів вивчення окремих випадків функціонування інституту президентства (представлених в англомовній літературі), проаналізовано розвиток логіки його досліджень, як і напрямки розширення предметного поля наукового аналізу; виокремлено методологічні підходи, конкретні методи, використовувані західними дослідниками інституту президентства;з’ясовано коло питань, без вивчення яких відчуватиметься брак розуміння сутності інституту та перспективи його розвитку, у тому числі – в Україні.
Встановлено, що:
- попри тривалу історію інституту президентства (зокрема, у США) тапостійну до нього увагу дослідників, лише в другій половині ХХ століття відбувся своєрідний прорив у вивченні президентства. Одним із домінантних свідчень цього була появапраці Р. Нойштадта, особливістю якої став аналіз президентствапід новим кутом зору (з постановкою нових запитань з використанням нових методів дослідження та появою нових оціночних акцентів щодо ефективності президентських рішень);
- наприкінці ХХ – на початку ХХІ ст. відбулося значне розширення не лише предметного поля досліджень інституту президентства (у тому числі – за рахунок посилення уваги науковців до вивчення напівпрезидентських форм правління), але й розвиток теоретико-методологічного підґрунтя аналізу (з опорою на неоінституціоналізм і, передовсім, на теорію раціонального вибору, посилення дослідницького інтересу до застосування емпіричного інституціоналізму та ін.); зрештою, стався своєрідний аналітичний «вихід за межі Заходу»: почали з’являтися дослідження, присвячені вивченню президентських режимів за межами «старої Європи» та США (зокрема, і в Україні);
- серед проблемних питань аналізу інституту президентства, які в подальшому вимагатимуть інтелектуального напруження дослідників, знаходяться ті, які пов’язані із несталістю аналітичних дефініцій (наприклад, «напівпрезидентство», «напівпрезидентська форма правління» та ін.), із відсутністю загальноприйнятних алгоритмів (стратегій) дослідження і «вимірювання» ефективності інституту, з відмінною (на сьогодні) глибиною аналізу президентства у різних країнах (поза Західною Європою і США).
